Why does a 1:4 ratio use 300 lb stacks?

Every 4 inches of cable pull moves the stack 1 inch, so the resistance at the handle is a quarter of the pin setting. The heavy stacks give useful working loads while the cable travels far enough for full-length pulls, presses and rotations.
